UTF-16 是以十六位元為基礎的統一碼轉換格式。它將統一碼的數值（碼位,codePoint）變成一串2字節(byte)的Big-endian 或Littie-endian編碼encoding。
在統一碼的數值接近/超越十六位元的情況下，它會利用兩組2字節(16-bit x 2)來表達一個統一碼的數值（碼位）。
